Chief Edward J. DeMarco, Jr.

Chief Edward J. DeMarco, Jr. is a native of New Haven and later moved to Meriden, Connecticut graduating from Francis T. Maloney High School in 1986. Chief DeMarco has proudly served full-time in law enforcement and public safety since 1988 when he joined the Wallingford Police Department as a Police Officer and then as a Field Training Officer.

With over thirty-three (33) years of public sector policing and public safety experience, Chief DeMarco currently oversees the East Windsor Police Department and prepares, submits, and manages a budget and operating funds exceeding $3.8 million dollars. Chief DeMarco is responsible for 37 employees (27 sworn & 10 civilian team members) serving a diverse and rapidly growing community of approximately 11,400 residents.

Chief DeMarco holds a Bachelor of Science Degree in Criminal Justice from Westfield State University in Westfield, MA where he graduated Summa cum Laude and received the Criminal Justice Excellence Award. During his time at the University Chief DeMarco was inducted into Alpha-Phi-Sigma (The National Criminal Justice Honor Society) and Phi-Kappa-Phi for distinguished scholarship. Chief DeMarco then earned a Master of Science Degree in Criminal Justice Administration from Western New England University in Springfield, MA; and is a 2004 graduate of the prestigious FBI National Academy in Quantico, VA.

Chief DeMarco is a firm believer that education, learning, and professional development is a life-long process, and he completed his second Master of Science Degree in Public Administration (MPA) with a 3.97 GPA from Westfield State University in May of 2014, achieving academic excellence. In June of 2016, Chief DeMarco completed the top-tier and intensive residential – Police Executive Research Forum (PERF) – Senior Management Institute for Police held in Boston, MA and in 2017 the Southern Police Institute’s Chief Executive Leadership course in Louisville, Kentucky. Most recently (In December of 2021), Chief DeMarco became a Connecticut Certified Municipal Official (CCMO) through the Connecticut Conference of municipalities completing courses such as records retention & management, freedom of information, municipal budgeting, land use & development, shared work programs & regionalization, and recruiting new businesses to the community.

In 2018, Chief DeMarco was selected and honored by being inducted into the Westfield State University Criminal Justice Hall of Fame. Chief DeMarco brings a high-energy, dependability, caring, organized, and dedicated approach to teambuilding, and developing and implementing progressive strategies to his management style at the Police Department. Chief DeMarco is a practitioner of ‘transparency in government operations’ and possesses strong analytical and problem-solving skills. Recently, Chief DeMarco was also instrumental in developing his department’s mental health team which uniquely employs a dual certified police officer and fully qualified or sanctioned social worker (Supported by other team members) and provides extensive and invaluable mental health services to the community and to the members of the agency through PEER support.

Since January of 2012, as the Director of Emergency Management for the Town of East Windsor, Chief DeMarco is responsible for the strategic organizational management processes used to protect people and critical assets during serious incidents to include emergency preparedness, planning, hazard mitigation, volunteer staff oversight, liaison with private sector entities, and emergency management during a crisis or disaster. Due to serious weather-related events, emergencies (both short and long term that occurred within the State of Connecticut and the Town of East Windsor), and pandemic – Chief DeMarco has gained valuable hands-on experience in managing disasters, providing services in times of need, and protecting lives and property during difficult situations.

Chief DeMarco has also been a guest lecturer at Westfield State University for many years and teaches the course he created, Test Preparation for Criminal Justice Careers through the Career & Counselling Center at WSU. Chief DeMarco was also a fill-in adjunct professor at Asnuntuck Community College in Enfield, CT in 2012. The Chief teaches, evaluates, guides, mentors, and advises his students taking courses in criminal justice, and throughout their journey, helps them better understand the theories, practice, and testing philosophy in the criminal justice industry. Chief DeMarco is a proud member of the East Windsor Police Department, embraces police accountability and reform, and is an active member of the town-wide management team. As the Chief of Police of an accredited law enforcement agency (Tier-one accreditation earned on March 10, 2021), Chief DeMarco stands ready to support, help, or assist you in any way that he can.
