Chief Matthew Carl
Chief Matthew Carl joined the East Windsor Police Department in August of 1996. He was initially assigned to the Patrol Division before becoming a Juvenile Community Police Officer in 2000 and then assigned to the Detective Division as the Police Departments’ first ever promoted Detective in August of 2002. Chief Carl remained in the Detective Division and has held the rank of Corporal and Sergeant while in that division. While assigned to the Detective Division he has investigated all of the town’s major crimes for the past two decades. He has been assigned to the State of Connecticut’s Cold Case Homicide Unit where he investigated some of the town’s cold case homicides. He has also been assigned to various federal, state, and local task force’s over the years.
Chief Carl was promoted to Administrative Lieutenant in December of 2020. The Administrative Police Lieutenant is responsible for the supervision, management, oversight, performance, instruction, coordination, discipline, evaluation, planning, communications, technology, administrative & financial functions, building and equipment maintenance, and control of the activities of all personnel and job tasks assigned under their supervision/command. In December of 2019 Chief Carl was named Operations Commander of Emergency Management for the Town of East Windsor.
Chief Carl leads the agency from the front and has developed a positive and enthusiastic work environment that fosters professional growth and development amongst his subordinates as well as all employees (sworn and civilian) in the agency. He has been able to demonstrate a dependable grasp of law enforcement and administrative fundamentals, and is capable of drawing from a deep set of individual skills and possesses the flexibility to adjust and meet work and situation-specific requirements. Chief Carl has a conservative head for business and fiscal operations, yet the heart and mindset for dedicated public service.
Chief Carl holds a Bachelor’s Degree from Central Connecticut State University and is currently pursuing a Master’s of Public Administration from Westfield State University. He is a graduate of the FBI LEEDA trilogy program as well as the 79th session of the Southern Police Institute Command Officers Development Course offered through the University of Louisville. In December 2019 he became a graduate of the prestigious FBI National Academy in Quantico, VA.
